Essential Health Benefits Comments
HIVMA submitted comments in response to the Dec. 16th Bulletin urging Secretary Sebelius to create a higher minimum national standard for the essential health benefits by:
- Defining the service categories.
- Narrowing the benchmark plan options.
- Establish national protections to ensure coverage meets the standard of care for HIV and other chronic conditions.
- Protect against discriminatory service limits, utilization management and cost-sharing practices.
- Monitor for discrimination across all 50 states and ensure meaningful opportunities for public input.
- Establish federal standard for defining medical necessity based on clinical expertise and medical evidence.
