Full implementation of health care reform and the National HIV/AIDS Strategy provide a pathway for making significant headway against the domestic HIV epidemic if we maintain adequate investments in the health care safety net, and in prevention, public health and research programs. The funding requests in our testimony largely reflect the consensus of the Federal AIDS Policy Partnership (FAPP), a coalition of HIV organizations from across the country, and are estimated to be the amounts necessary to sustain and strengthen our investment in combatting HIV disease.
